Fires in marine engine rooms pose a significant risk to crew, vessel, and cargo. To ensure safety at sea, ships must comply with strict fire‑protection regulations. Many vessels are equipped with advanced fire‑suppression systems, but their effectiveness must be demonstrated. This programme verifies the performance of fire‑protection systems designed to tackle major fuel and operational fires in the maritime sector.

Why Was SCP03 Developed?

Flammable liquids present substantial risks throughout the maritime industry, especially in environments where large quantities of fuels and chemicals are stored. The international maritime standard IMO 1270, based on SOLAS 1974, sets requirements for such fire scenarios. However, the standard leaves certain aspects open to interpretation.

To address these gaps, Kiwa created a dedicated certification programme focusing on large‑scale fire suppression, including pool fires, in marine environments. With SCP03, Kiwa emphasizes the importance of correct implementation of regulations and accurate application of test protocols. These tests and certifications play a key role in meeting the Marine Equipment Directive (MED) requirements and obtaining the “Wheel Mark” approval from the International Maritime Organization (IMO).

The Test Setup

Testing is carried out in a specially designed, fully enclosed facility of at least 100 m², featuring a steel engine mock‑up with simulated exhaust components. A raised floor structure surrounds the installation.
Throughout the test, various parameters are continuously monitored, including:

•    Temperature at multiple distances and heights
•    Room pressure
•    Gas concentrations such as oxygen and carbon monoxide
•    Performance metrics of the fire‑suppression system

The objective is to evaluate the effectiveness and safety of fire‑protection systems under controlled, realistic conditions. Factors such as generator positioning and ambient temperature are also taken into account.

The fire‑suppression system must be installed exactly according to the manufacturer’s specifications. The maximum vertical distance may not exceed 5 metres. The quantity of extinguishing agent used, referred to as test density, must match the design application density provided by the manufacturer, indicating the required volume of extinguishing medium per cubic metre.

Accreditation

Kiwa FSS Certification is accredited by the Dutch Accreditation Council (Raad voor Accreditatie – RvA) in accordance with EN ISO/IEC 17065:2012 for product certification under registration number C002 for the following scope:

  • Directive 2014/90/EU on Marine Equipment, Product Group 3 – Fire Protection Equipment, Item MED/3.46: “Equivalent fixed gas fire-extinguishing systems for machinery spaces (aerosol systems)”:
    Module D – Conformity to type based on quality assurance of the production process.
    Module F – Conformity to type based on product verification.

With this accreditation, Kiwa is authorized to carry out testing and certification activities for aerosol-based fire-extinguishing systems intended for machinery spaces on board ships, in accordance with the Specific Certification Programme SCP03, under accreditation. Upon successful assessment, Kiwa will issue a MED approval certificate.

What is MED Approval?

The Marine Equipment Directive (MED) is a mandatory European certification scheme for equipment installed on board ships flying the flag of an EU Member State. Its purpose is to ensure maritime safety and protect the marine environment worldwide. MED/3.46 specifically covers aerosol-based fire-extinguishing systems that are certified as an equivalent alternative to conventional fixed gaseous fire-extinguishing systems used in ship machinery spaces.
