SERMI – access theft- and security-relevant vehicle information

As an independent operator in the automotive industry, access to theft and security information related to repair and maintenance will become increasingly important.
In order to meet the qualification for information, independent operators and employees, such as car repair shops, need to be authorised in order to be able to access the data from vehicle manufacturers. However, access to the data needs to be secured by a certificate confirming that the user is authorized.

What is SERMI?
SERMI is short for Security-Related Vehicle Repair and Maintenance Information and aims to provide equal access to theft and security-related repair and maintenance information.
SERMI is a collaboration between the EU and various industry associations in the automotive industry and workshops. The collaboration was started with the aim to develop a common standard to enable equal access to vehicle technical safety information.
Why SERMI for automotive and automotive workshops?
From October 1, 2023, workshops that have employees working with security and theft related maintenance information are authorized by independent bodies to be guaranteed access to this information. This standardisation will create better conditions for more healthy and fair competition. Kiwa is an independent party that can make this assessment and can help to get authorized.

What vehicle information is available through SERMI?
All vehicle manufacturers (OEMs) must comply with criteria defined in SERMI that include anti-theft and repair and maintenance security. Through SERMI, a vehicle company, vehicle repair shop or similar and its personnel will more easily access repair and maintenance information from all vehicle manufacturers and their systems.
The validity of the certificate is 5 years, if the requirements are maintained.

- Applies to vehicle types M, N and O (cars, vans, trucks and trailers)
With a certificate, the individual (employee of a company) gets access to information, software, functions and services built into the vehicle. The manufacturer uses it to prevent the vehicle from being stolen or to track and recover a lost vehicle.
The information comes partly from the technical portals of vehicle manufacturers and partly from theft and security-related information. It is generated via the OEM diagnostic system connected to the vehicle's engine, i.e. the OBD (OBD) information used to detect faults and warnings on the vehicle.
The process for SERMI – how does it work?
The company must apply for approval in order to authorize an employee working with theft and security related maintenance information. This means that the company's legal entity applies to an accredited certification company such as Kiwa.
The application contains a number of points where information should be filled in by the legal entity of the company. The application must state, among other things, the employees who wish to be authorized. The application will then be reviewed by an administrator. If the review of the company is approved, the specified employees will receive an email with a link to be able to make their application.
What is required for a company to become SERMI approved?
In order for the company to apply for eligibility for SERMI, certain criteria must be met:
- The documented ownership, name of CEO and evidence of activities in the vehicle area
Attach the document to the application.
- Use a Certificate of registration for the company from Bolagsverket or Skatteverket. - The certificate applicant's information such as name, email address and employment contract or be an owner/co-owner.
- Liability insurance with a minimum amount of coverage of EUR 1 million(10 million SEK) for bodily injury and EUR 0.5 million( 5 million SEK) for property damage (liability insurance).
Attach the document to the application. - A clean criminal record for the legal representative (CEO) of the company.
When ordering it from the police, select "Insurance company or insurance agency". If you order it as a non-digital document, scan it and save the original. - The company agree there is a legitimate business activity.

What is required for an employee to become authorized for SERMI?
In order to apply for eligibility for SERMI, certain criteria must be met.
- An employment contract, must be attached to the application. If you are the owner/partner, use the Certificate of registration for the company.
- A valid country-specific ID card, e.g. driver's license or passport
Take a photo/scan the front of the ID card and attach it to the application - A clean criminal record.
When ordering it from the police, select "Insurance company or insurance agency". If you order it as a non-digital document, scan it and save the original. Attach the document in the application. - No revoked permit for SERMI.
- Have more than 2 years' experience as a vehicle mechanic or a passing grade from the Vehicle and Transport program or Subject - Passenger cars - service and maintenance technology (High school)
Which employees should make the application?
Only the employees who should have access to the SERMI authorization should do the application.
Employee email address to enter, is it their private email address or their company address?
The personal address. The certificate is highly personal.
Inspection SERMI
At least 2 inspections must be done, one is unannounced during the validity period, which is 5 years.
